Overview

Colliers Engineering & Design is seeking a Natural Resources Project Manager. This individual will be tasked with leading environmental permitting efforts, managing NEPA compliance, mentoring staff, and supporting business development activities for a variety of projects, but predominantly linear utility construction and relocation. This position is suitable for both experienced Project Managers, and individuals new to Project Management, who are looking for an opportunity to be part of a growing national practice.


Responsibilities

  • Guide the NEPA planning process and oversee all aspects of a project, including client contact, budget control and invoicing, schedule, personnel allocation/planning, public interest facilitation, technical approach, and subcontractor involvement.
  • Coordinate with clients, regulatory/resource agencies, local governments.
  • Manage technical studies and ecological resource teams with assessments and various natural resource surveys.
  • Lead the preparation of, but not limited to, USACE permit application, biological assessments (BA), Environmental Impact Statements (EISs), Environmental Assessments (EAs), Categorical Exclusions (CEs), and State and local permit applications in NC & SC.
  • Provide quality assurance and quality control for all final products to ensure technical accurateness and regulatory compliance.
  • Lead technical elements of proposal development, including scope, budget, and schedule.
  • Provide technical direction and mentoring to developing staff.
  • If required, assist with both local and out of town biological surveys.

Qualifications

  • Bachelor's degree in Environmental Science, Ecology, Botany, Biology, Zoology, Natural Resource Management, or similar.
  • Minimum 7 years of experience required in environmental planning, assessment, and permitting.
  • Thorough understanding of environmental regulations governing Waters of the US and protected species.
  • Working knowledge of agencies including USACE, NCDEQ, & SCDHEC.
  • Excellent verbal, written and interpersonal communication skills with experience presenting at public workshops and facilitating meetings with regulatory/resource agencies.
  • Demonstrated ability in collaborative problem solving with stakeholders, clients, and teammates.
  • Demonstrated leadership in striving to continuously improve technical performance.
  • Willingness to travel for project work and business development opportunities.
  • Must have a good driving record and valid driver's license.
  • ESRI GIS application skills are a plus.
