Job Description

Mott MacDonald is seeking a Quality Manager to join a large rail program in Boston, MA. This would be a leadership role on the PMCM team supporting the delivery of a diverse portfolio of projects that represent a capital investment of over $5B, strategically aligned to modernize the oldest subway in America. Projects are in various stages including planning, studies, concept development, design and construction.

This position is specifically located at our downtown project office, working directly with the client in a dynamic environment.To perform this job successfully, an individual must be able to perform the essential duties satisfactorily. As a Quality Manger, you will be responsible for development, updates, and implementation of the Project Quality Assurance Plan for the PMCM team, along with other project specific processes and procedures. The role also includes providing quality oversight for and audits of the design and construction of the various projects within the portfolio. Other duties would be related to being the main point of contact on all quality related issues both working with the team and interfacing with external stakeholders, along with the production of various reporting and communications and support to the client as needed.

Responsibilities of this position will include, but may not be limited to:

  • Oversight of processes and best practice for quality management on large projects/programs.
  • Implement the Project Quality Assurance Plan (PQAP) and Quality Management System (QMS) in accordance with MBTA and FTA requirements.
  • Provide quality assurance oversight of the project/program design team
  • Track and monitor work product development during Quality Planning through QC.
  • Perform QA certifications for work product documents.
  • Manage the Field Quality Assurance Specialists to confirm coordination between Field Quality Assurance Specialists and Program Construction staff.
  • Monitor adherence by Program staff, GECs, and GCs to approved Quality Plans and perform internal audits of Program operations and external audits of the GECs an GCs.
  • Oversee and manage the implementation and use of e-Builder for documentcontrol and work process control.
  • Plan and perform QA oversight surveillances and audits, including tasks such as pre-audit activities; conducting audits (meetings & interviews); preparation of reports; and performing post-audit follow-ups.
  • Determine nonconformances findings, issue corrective action requests (when warranted, and monitor the effectiveness of Corrective Actions/Preventive Actions (CAPA) and measures.
  • Reporting to team, client, and stakeholders including federal and state agencies.
  • Collaborate and coordinate with Contract Package teams, Team Leads, and Document Control Teams to provide support for quality-related activities.
  • Assess and provide quality requirements in procurement documents.
  • Development, review, and maintenance of Project Quality Records.
  • Support and develop quality program training and awareness to the project team.
  • Identify and assess critical quality-related issues and implement preventive measures, along with providing input to Risk Register updates.

The ideal candidate will have the following required experience:

  • Bachelor's degree
  • Minimum 10 years of experience in quality management, preferably in an engineering related field
  • ASQ Certification (Certified Quality Improvement Associate) or must be obtained within 6 months to 1 year of starting the role
  • Familiarity with the FTA Quality Management System Guidelines and developing complaint Quality Assurance Plans
  • Conducting audits of both design and construction or manufacturing activities, including First Article Inspections (FAI) and Factory Acceptance Tests (FAT)
  • Familiarity with ISO 9001
  • Adept communication and writing skills
  • Proficiency in MS Word, Excel, PowerPoint and Teams
  • Experience working with SharePoint, ProjectWise, BIM360 or similar
  • Ability to develop and use data management tools with analytic reporting
