GARNEY CONSTRUCTION

As a Senior Estimator-Federal job in Charlotte, NC at Garney Construction you will ensure that federal estimates include the cost, time, materials, labor, and equipment required for construction projects. Additionally, a senior estimator's duty is to manage and plan projects through the design phase, including the tracking of documents and building a project plan if required. The senior estimator will work with their team and the plant estimating team to ensure efficient and continuous improvements in the estimating process.

WHAT YOU WILL BE DOING
  • Able to review front end docs and federal personnel requirements, and properly account for costs in estimates.
  • Understand nuances of bid form management, implications of ways to fill out (pitfalls & opportunities).
  • Input, vet and manage database of federal subcontractors, including designation of their socio-economic status.
  • As required, schedule and lead internal and joint-venture estimate reviews with management team.
  • Thorough understanding of bonds, insurance, burden, etc. and how they affect bids and company risk / profit.
  • Ensure proper labor rates are included in each estimate, matching or exceeding minimum requirements of wage determinations, collective bargaining agreements, and local prevailing wages used by profit centers. Rate management includes utilizing proper labor burden/fringe rates.
  • responsible for explaining and coordinating subs & suppliers utilized in the estimate, along with any scope gaps/overlaps that may exist. Management team responsible for contract negotiation and execution.
  • Assist in the creation of schedules, scopes of work, site logistics, means and methods, and constructability to ensure completeness and limit risk.
  • Provide conceptual estimates, detailed estimates, detailed self-perform work estimates, and cost models.
  • Organize, research, and strategically plan for estimate preparation, pricing, scheduling, and final submission to the customer.
  • Participation in alternative delivery proposals, interviews, and pursuits (DB, PDB, CMAR)
  • Communicate and ensure understanding of Buy America(n) requirements for each bid.
  • Interface regularly with team members, owners, architects, engineers, and subcontractors to ensure complete understanding of the project scope
  • Able to effectively prepare and communicate estimator instructions for joint-venture estimates.
WHAT WE ARE LOOKING FOR
  • Estimating experience (5-8- years)- Preferably in the federal space.
  • Degree in Civil Engineering, Construction Management or a related field
  • Experience with solicitation types in various stages involving the firm, fixed price, design build, Early Contractor Involvement (ECI) projects.
  • Understanding/Certification in EM385 and USACE CQC - preferred (or able to obtain post-employment).
  • DBIA certification - preferred (or able to obtain post-employment).
  • Proper communication/coordination with estimating staff in all regions.
  • Strong Leadership: effectively manage and train new estimators in their duties.
  • Proper time management to allow adequate time for all important aspects of job duty.
  • Strong organizational and interpersonal skills.
  • Ability to professionally communicate in highly stressed environments.
